After a series of competitions opened by Çanakkale Government, “limited competition” model (included in public procurement legislation) that was only used one time for Savunma Sanayi Müsteşarlığı Binası competition, provoked debates amongst architects in Turkey.
In this panel discussion, we will be debating “limited” competition model as an opportunity for competition models. 
It is impossible to discuss on architectural competitions without including the general architectural scene and its problems with business ethics. Many decisions and stances from the announcement of the competition to the construction phase of the building designates which model will be used for the competition. Within this general framework we will be discussing the competition models from the point of view of private and public sectors as well as administration and competitors.

Regulations that public institutions need to comply is as defined above but what about private cooperation?
Chamber of Architects in Turkey has a competition legislation but it has no sanction over the competitions opened by private sector. Moreover, the private sector have not even heard about such legislation. Another disadvantage of the legislation is that it has no sanction over its members. 
For this discussion, the private sector can be divided into two: real-estate developers and the rest. While leaving the rest of the debate to the panel, it could be said that these two sides have different approaches towards competitions.
